While related to marijuana, hemp has a much lower concentration of THC – at .3% or less. This does not cause a high. Law considers any concentration of .3% THC or less 100% legal. There’s absolutely no restrictions on it.
The farming of hemp-based products was made illegal in 1937 by the Marihuana Tax Act, which did not differentiate between marijuana and hemp.
President Trump signed the 2018 Farm Bill, which makes farming hemp for any purpose completely legal.
